The Charles E. Fleming Legacy Foundation (CEFL) disseminates historical and contemporary information on the contributions of Charles E. Fleming to the fields of Architecture and Design, Engineering, Construction Management, and other Construction-related careers. CEFL educates the community on how Architecture and Design benefit humanity and contribute to the development of communities.
CEFL provides scholarships in the name of Charles E. Fleming for students to pursue bachelor's degrees in architecture, engineering, STEM fields of study, construction management, and other construction-related careers and education (specifically teaching).

The mentoring and internship programs are designed to connect middle, high school, and college students and their parents or guardians with a professional person who has education and experience in one or more of the following fields: Architecture, Engineering, Science, Technology, Math, other STEM careers, Construction Management and K-12 Education.
Goals for Mentoring (elementary, middle school and high school)
1. Initiate a relationship between the student, the parent (s) and the professional that focuses on sparking the student’s interest in specific professions or vocations and taking action on their interests.
2. Schedule and organize regular meetings between the students, parents and mentors and incentivize the students and parents to attend.
3. Advise students and their parents on preparing for entering a college or university or other formal post-secondary education.
4. Arrange for students to visit authentic professional work settings where appropriate. 5. Educate students and parents on educational requirements for entry into various professions.
6. Support students’ academic progress.
7. Connect students and parents to financial aid experts and funding sources.
Internships
To provide sources, guidance and funding for high school and college students to work as interns in Architecture, Engineering, STEM and Education (tutors).
Edward and Esther Haywood Caring Educator Awards
1. Partnership with Crossroads to Teaching K-12 501 c(3)
In recognition of Mr. Fleming’s well-known appreciation for American educators, the Foundation partners with Crossroads to Teaching K-12 whose mission is to recruit people to consider teaching as a career. They also mentor individuals who have decided to change careers to become teachers and assist them through the process of obtaining certifications, degrees, and they provide support and guidance through the teacher’s first years in the profession.
2. Teacher Recognitions and Non-traditional student scholarship stipend
CEFL in partnership with Crossroads to Teaching K-12 sponsors the Edwards and Esther Haywood Caring Educator Award and Teacher Education Stipends named in honor of the husband and wife educator couple. The award provides long overdue recognition to teachers who demonstrate extraordinary degrees of caring for their students, their parents and their colleagues. Awardees are given a public recognition and receive gifts and a monetary reward. The foundations collaborate to conduct a nomination process and applications that are open to the public and vetted by an independent panel.
The Foundations provide the stipends to adult learners such as current teacher assistants working in a public school or persons who have changed careers and are pursuing complete teacher certification requirements or a degree in teacher education.
3. Edward and Esther Haywood (husband and wife, life-partners, community servants)
Edward Haywood (1935 -2015) taught elementary school for 38 years. A graduate of Lincoln University and a native East St. Louisan, Mr. Haywood, taught in Memphis, Tennessee and spent the vast majority of his profession in East Louis District 189. Haywood was thought of as a father figure to many students. Mr. Haywood also gave his time to start and coach intramural basketball so his children had something constructive to do after school. Not only was he known for his deep love and care for his students, but also for his consistent kindness toward his colleagues. His fellow teachers said, you could count on his smile. He was described by one of his former students as firm but loving and always expecting the most of his kids but willing to give them what they needed to reach their best.
Esther Hill Haywood (1940 - 2024) taught elementary school for 34 years, starting in Memphis, Tennessee and then to East St. Louis District 189 with her husband. Mrs. Haywood showed her abundance of love and care for her students in East St Louis. As a fifth grade social studies teacher she wanted her children to learn about their government beyond the pages of a book. She organized a trip to Washington, D.C. for seventy students. Her networking raised enough money to take two GreyHound buses that carried students, a robust group of staff and a number of parents on a trip of a lifetime. The group stayed one week and visited their Congressman and toured all of the sites. Haywood’s care and commitment to education led her to run for the Normandy School Board where she served for 19 years and was a known champion for children and teachers. Finally, in 2000 the citizens elected Haywood to the Missouri House of Representatives where she served for eight years. There she continued to care deeply about children as she served on the Education Committee and worked diligently for
